International Ethnic Conflict Mediation in Bosnia and Kosovar Response to the Dayton Agreement: What Went Wrong?

This seminar examines Kosovo’s response to international mediation of the Bosnian war. While in 1995, the Dayton agreement ended the war in Bosnia, the Kosovar Albanian peaceful movement for territorial autonomy turned into a campaign of ethnic cleansing against Kosovar Serbs. What is the relationship between the Dayton Agreement and the Kosovar war? Both the international and domestic perspectives will be examined. The seminar will analyze how the international community evaluated Kosovar claims to autonomy in the broader context of the Balkans wars. It will also provide a bottom-up account of Kosovar society’s response to international peacekeeping and nation-building efforts. Particular attention will be paid to the role that human rights culture played in shaping Kosovar Albanian national movement and its violent reaction to international intervention.
