"Third Sector Resilience in Emergency Logistics: A Conceptual Framework"

Abstract

How do different institutional settings shape the resilience of third sector organisations in emergency logistics? This conceptual research compares Poland, Scotland, and Finland – three countries with contrasting governance models, ranging from low‑trust centralism to high‑trust localism and statutory partnership culture. Drawing on humanitarian logistics theory, collaborative governance theory, and the concept of collaborative advantage, we examine how institutional pressures moderate the transition from ad‑hoc solidarity to sustained collaboration between public authorities and grassroots TSOs. Our comparative framework is intended to offer fresh insights into when third sector actors become peripheral volunteers, contracted service providers, or genuine governance partners during natural hazards. Thus, we want to explore how institutional design can either build or erode the resilience of those who deliver aid when it matters most.

Bio

Jakub Marcinkowski is a Professor at Wroclaw University of Economics and Business, specialising in logistics, supply chain management, humanitarian logistics, city logistics and sustainable last-mile delivery. His research explores collaboration in humanitarian networks, resilience in supply chains, and logistics responses to social and environmental challenges. Professor Marcinkowski is visiting Adam Smith Business School as a 2025–2026 Dekaban-Liddle Fellow.
