Professor Tom Mullen has been appointed as a member of an expert panel examining whether there is a need to reform the Human Rights Act (HRA).
Professor Tom Mullen has been appointed as a member of an expert panel examining whether there is a need to reform the Human Rights Act (HRA). The independent review, launched by the UK Government on 7 December, will be chaired by Sir Peter Gross, former Court of Appeal Judge, and will consider if the HRA needs updating after 20 years of being in force.
Specifically, the review will consider the relationship between the domestic courts and the European Court of Human Rights; the impact of the HRA on the relationship between the judiciary, executive and Parliament; and the implications of the way in which the HRA applies outside the territory of the UK and whether there is a case for change. The review is limited to an examination of the structural framework of the HRA, not the rights themselves.
