Advice on Minibus Hires

Minibus Hires:

  • When driving or hiring a minibus on university business, a 'Section 19 Bus Permit' must be displayed clearly on the windscreen at all times. This includes hires from external hire companies.
  • Only staff/students that have passed the minibus driving assessment are permitted to hire/drive minibuses on university business.
  • The university motor insurance policy will not cover drivers who fail to comply with these regulations.

DVLA Regulations:

Pre-1997 Driving Licence Holders - Category D/D1 Driving Licence:

Individuals can drive minibuses with up to 16 seats (inc. driver) with a Maximum Authorised Mass(MAM) under3500kg, under the Section 19 Permit Scheme if their entitlement to do so remains in force (e.g. their entitlement has not been revoked on medical grounds or has expired).

Post-1997 Driving Licence Holders - Category B Driving Licence:

Individuals can drive minibuses with up to 16 seats (inc. driver) with a Maximum Authorised Mass(MAM) under 3500kg, under the Section 19 Permit Scheme if their entitlement to do so remains in force (e.g. their entitlement has not been revoked on medical grounds or has expired) providing they comply with the following:

  • They drive on behalf of a non-commercial body for social purposes, but not for hire or reward (unless operating under a permit)
  • The are aged 21 or over
  • They have held a car (category B) licence for at least 2 years
  • They are providing their service voluntarily
  • The Maximum Authorised Mass (MAM) of the vehicle is not more than 3500kg
  • They do not tow a trailer
