Donald Dewar steered the 1998 Scotland Act on to the statute book and became Scotland's first First Minister following the elections to the new Scottish Parliament in 1999. Jack McConnell was Finance Minister in that first Cabinet and served as First Minister of Scotland between 2001 and 2007. In this memorial lecture on the 20th Anniversary of his sudden death, Lord McConnell will reflect on the legacy of Donald Dewar, on Scotland as it stands two decades later, and on the future.
