The fiscal framework of the Scotland Bill determines the future allocation of funds from central government to Scotland. Getting it right will insure a sound basis for fiscal health and the provision of public services in Scotland. Getting it wrong may lead to significant shortfalls in revenues and services. Professor Muscatelli analyses key aspects of the proposed framework and its implications.
