Research title: The Politics of China’s Pension System Reform in Government and Public Institutions

Research summary

My doctoral research aims to explore the causal mechanisms of China’s civil servant pension system reform with a particular focus on the interactions of political actors, institutions and ideas. Specifically, the objectives of the research project are:

  1. To explore what type of policy change has occurred to China’s civil servant pension system.
  2. To uncover the causal mechanisms underpinning this type of policy change.
  3. To explore how the interactions of political actors, institutions and ideas have driven this type of policy change.

This topic is important to research because little is known about the political dynamics of the reform process of a mature pension system in China. Existing literature on theories of China’s pension policy reform primarily employs the path-dependent thesis to explain the difficulty in transforming the mature pension system. However, few scholars have applied the policy change theory to explore the political dynamics underpinning China’s pension system reform and particularly civil servant pension system reform. Thus, it is imperative to research and uncover the process through which the mature pension system is transformed and the causal mechanisms behind the reform process.
