Abstract: This paper discusses existing explanations of policy making in China – including factional and ‘fragmented authoritarian’ explanations – and their limitations. Using domestic social policies, it demonstrates the need to include international influences. It also argues that the role of policy (and personal) networks have been undertheorized in Chinese policy studies.
