Parliaments that reflect how people vote – this is the core principle for electoral reformers who want to see the Westminster parliament elected by a form of proportional representation. Reform would also likely bring about wider changes constitutionally, and perhaps culturally, changes that are either welcomed or feared by proponents and opponents of reform. What do people want from electoral reform and how big a change can we expect? Is electoral reform the key that unlocks a move to consensus model politics or the inevitable outcome for a constitution that has been moving away from the two-party majoritarian model for decades?
