Coast-R Network Co-lead to advise the Council of Europe

Congratulations to Coast-R project Co-lead Professor Larissa Naylor of the University of Glasgow, who has recently been appointed as expert advisor to the Council of Europe’s Congress of Local and Regional Authorities’ Governance Committee.
Larissa will act as sole author on a report entitled ‘How can we cope with coastal erosion (in our changing climate)?
The report will be compiled through consultation with elected members across the 32 member countries. The report will be discussed in a Council of Europe Governance Committee meeting in 2026. Larissa will also support the Governance Committee in formulating recommendation and resolutions based on the report. Once these steps are completed, the report will be shared with 130,000 local and regional governments across the 32 member countries.
In early June 2025, Larissa travelled from Glasgow to Strasbourg and back by train to attend last Council of Europe’s Congress of Local and Regional Authorities’ Governance Committee meeting. The purpose of this meeting was for Larissa Naylor to give a short presentation providing elected members with the latest science of coastal erosion risks and to outline the clear justification for the report. She then fielded questions from elected members, including from Ireland, Switzerland and Greece.
