David Smith gave an invited opening keynote address ‘Minority projection: definitions, practices and challenges in Central and Eastern Europe’. The lecture began with some brief reflections on how understandings of and international frameworks for minority protection have evolved over the past century, discussed the shortcomings of the current system in the face of the current manifold challenges to liberal democracy and illustrated the challenges currently faced by minorities by referring to examples drawn from Smith’s recent ESRC and ongoing Noble Foundation projects.
