Business School researchers are conducting a comparative study to support the Scottish Government’s review of Enterprise and Skills Agencies.

Professor Alan McGregor, Alex McTier and Victoria Sutherland from the Adam Smith Business School’s Training and Employment Research Unit (TERU) have been commissioned by the Scottish Government to support their Review of Enterprise and Skills Agencies.

The focus of the work is on education and skills and is organised around further education, higher education and work-based learning, including Modern Apprenticeships.

The work involves:

  • A review of synthesis reports by international agencies, including OECD, CEDEFOP and the EC, in an attempt to identify leading practice and ongoing challenges in education and skills systems.
  • An in-depth analysis of the performance of the education and skills systems in 10 smaller economies – Denmark, Finland, Ireland, Israel, Netherlands, New Zealand, Norway, Singapore, Sweden and Switzerland. Within this group of countries the analysis has focussed on identifying any key trends in their education and skills systems, as well as examples of effective performance, with a view to providing recommendations to support the Scottish Government’s review.
