US Export Controls Overcoming Barriers to International Business Development and Import/Export Legislation in the US

US export rules are making it difficult for many SMEs wishing to grow their overseas business. This free seminar helped SMEs to understand the common pitfalls, determine whether they were affected by the US regulations, and if so, how to go about meeting regulatory responsibilities under them as effectively and efficiently as possible. The seminar provided participants with a better awareness of US export controls and an understanding of how they impacted their business objectives. Specifically, the International Traffic in Arms Regulations (ITAR) relative to the aerospace and defence industry was addressed. The overall aim of the seminar was to help companies to export more responsibly and to turn compliance expertise into competitive advantage for businesses! The seminar helped the SMEs to:

  • Gain a better understanding of regulatory export control requirements

  • Look at ways to strengthen and streamline internal controls to prevent violations

  • Manage and mitigate costly ITAR risks to their supply chain

Proposal Writing for UK Government Requirements

It is notoriously challenging for Small and Medium Enterprise Companies (SMEs) to win business from the UK Ministry of Defence, Prime Contractors within the Defence Sector and other Government Departments. 'Proposal Writing for UK Government Requirements' was a half day seminar aimed at helping SMEs to gain a better understanding of how to approach advertised contract opportunities and prepare well thought out proposals for submission.

2007 has seen real growth for the Ministry of Defence (MoD), with increases in its expenditure and over 27,000 contracts being placed in order to satisfy the requirements of its worldwide operations and the needs of its 250,000 service personnel.

* Total planned Government defence spending is also rising from £32.6 billion in 2007-08 to a total budget of £36.9 billion by 2010-11.

The UK MoD is now advertising more of its contract opportunities than ever before including:

•  Lower-Value UK MoD Contracts under £93,000

•  European Defence Agency Contracts

•  NATO Contracts

•  EU Member State Defence Contracts

The procurement process begins well before tendering and contract elements. Correct specification, market analysis and the development of appropriate selection or award criteria are essential as without proper preparation public money and confidence may well be jeopardised.

This is therefore an opportune time to gain a better understanding of what it is that MoD and Prime Contractors are actually looking for and how to respond to the opportunities that are being advertised.

The seminar was one of a series of events presented under the ADS (Aerospace, Defence and Security) Programme, an initiative from the University of Glasgow and Scottish Enterprise Glasgow, which has been developed to provide advice and assistance to Scottish-based SMEs competing for defence sector business.

The event was presented by BiP Solutions, Europe's leading provider of public sector contract information and publisher of the Ministry of Defence (MoD) Defence Contracts Bulletin.

Advanced materials and structures are key priorities in both the Defence Technology Strategy and the UK aerospace strategy. Development and exploitation of advanced materials and composite technology underpins many aspects of the design, development and manufacture of the civil and military platforms and equipment, and the MoD has stated that it will ensure its capability to exploit new materials and approaches to structural design.

Harnessing Innovation: Seeking Opportunities for Scottish Companies

The MoD has challenged the sector with the direction in which it believes the UK's industries will need to evolve and change in order to meet the challenges to our national security and remain a viable industry. The capability, capacity and will to innovate throughout the industrial base will be critical as will be the need to achieve more rapid maturation and application of technologies and deployment of capabilities by our armed forces.

This event, from SBAC Scotland and BAE Systems with the support of the ADS Programme, aimed to raise awareness of this need for change facing our industry in Scotland, both small SMEs and the traditional prime contractors, and crucially to accelerate the process of their working together.

Portable Power - efficient production, sensing & control of power for defence, security and aerospace applications

23rd May 2007, Dundee.

The demand for portable power is being driven by technology at a faster rate than the power source technology can keep up. The crunch will eventually come in 5-10 years time when the current advances in batteries (and possibly even fuel cells) and advances in power management (the current solution) run out of headroom.

This interactive workshop examined Scotland's capability across a range of solutions for portable power supply systems, power management, batteries, fuel cells, photo voltaics etc.

Helping to set the scene were keynote speakers from National Semiconductor, ABSL Power Solutions Ltd and Thales FIST PCMO with FP7 funding opportunities being highlighted by TUV NEL.

Homeland Security - working with the UK & US Defence & Security Markets
13th March 2007, Glasgow

Since 9/11 there has been a massive increase in interest and investment in the Homeland Security market. The UK & US governments have dedicated enormous resources to tackling the issues arising in the current climate and they are interested in accessing the innovative ideas that small and large UK companies can provide.

This seminar brought the key sector players to Glasgow to discuss the work currently being undertaken and the current UK and US requirements. Senior speakers from the UK's Counter Terrorism Centre, the Home Office Counter Terror Science Unit (CTSU) and the US Homeland Security Department presented, and were on hand for networking throughout the event, as well as offering 1-to-1 sessions in the afternoon.

This was a unique opportunity for companies to see how they could benefit from this rapidly expanding market and to network with senior MoD and Home Office speakers who work in the very heart of this area.

Terrorism brings heightened levels of security into the civil sector, whilst business and consumers expect ultimate levels of security and protection from crime and fraud in their everyday transactions. The triad of Privacy, Security and Trust are now of paramount importance in many areas of information technology, society in general and national security in particular. Ever expanding cyber security threats, hacks and malware have served to heighten the awareness of Privacy & Security in society.

Novel software solutions are required to tackle a wide range of problems including protecting against and detecting fraud, protecting our ports and airports, communications security, verification of individuals, analyzing threats and protecting society.

Aimed at industry professionals, the seminar brought together leading experts from commerce, industry, government and academia to explore the technologies and opportunities for software in National Security, Financial Services, Aerospace, Defence and other markets.

The seminar also introduced the Cybersecurity Knowledge Transfer (KTN) which held a surgery at the end of the meeting to roadmap interests and key issues for the cybersecurity community in Scotland.

This event was conducted by Martin Purser, Research Programme Directorate, MoD Research Acquisition Organisation (RAO), who outlined the salient features of MoD's new Defence Technology Strategy, published in October 2006. In addition, the Defence Diversification Agency (DDA) explained how it can help in the preparation of proposals.

Competition will be built around four key themes described in detail on the CoI website - http://www.ideas.mod.uk/

Key Facts

  • CoI has a budget of £10m/year
  • Successful candidates will receive 100% MoD funding
  • Project size will be £50K - £300K/year
  • Funding will be for 12 months with potential on-going contracts dependant on annual review

This is an excellent means of obtaining funding to develop your technology and to create new business opportunities. However, time is short. Submissions should be received by end January 2007 with first contracts expected to be placed from April 2007.

This seminar is one of a series of events presented under the ADS (Aerospace, Defence & Security) Programme, an initiative from the University of Glasgow and Scottish Enterprise Glasgow, which has been developed to provide advice and assistance to Scottish-based SMEs on competing for defence sector tenders. The University has a strong track record of working directly with industry and the ADS Programme aims to stimulate interaction between the research base and the UK industrial economy.

Breaking Down the Defence Barriers
24th October 2006, Glasgow

It is notoriously challenging for SMEs win business from Prime Contractors in the defence sector. “Breaking Down the Defence Barriers” was a half-day seminar to enable Scottish companies, seeking to work as defence subcontractors, to gain a more detailed understanding of the barriers – perceived or real – to winning new business from Prime Contractors. Issues including security/vetting, quality standards and avoidance of self-created barriers, when approaching the defence market, were addressed. Speakers included representatives from the MoD Commercial Services Group, the Defence Vetting Agency, the Defence Manufacturers Association (DMA) and BiP Solutions.

The seminar was one of a series of events presented under the ADS (Aerospace, Defence & Security) Programme, a new initiative from the University of Glasgow and Scottish Enterprise Glasgow, which has been developed to provide advice and assistance to Scottish-based SMEs on competing for defence sector business. Future events will include facilitated workshops aimed at fostering collaborations in relevant technical areas such as Sensor Technologies, Homeland Security, Micro Electro-Mechanical Systems (MEMS) and Software Development.

Sensor Networks in Aerospace, Defence & Security Applications 7th September 2006, Edinburgh

“Sensor technologies - sensors remain absolutely critical to nearly all aspects of defence capability including situational awareness and detection and identification of targets”

This quotation from the UK Defence Industry Strategy highlights the importance of sensor technologies to the defence of the UK. The changing threats that face the modern world mean that new technologies are required to counter new civil and battlefield situations where sensing is required for this ever wider range of threats. Integrated networks of sensors are a solution to detecting and analysing biochemical attacks, complex battlefield scenarios and sensitive civilian terror situations.

Scotland has a pre-eminence in the field thanks to the pioneering research work by the Specknet consortium. Specknet, the Speckled Computing Consortium is a collaborative project involving a wide range of expertise drawn from five Scottish Universities (Edinburgh, Glasgow, St Andrews, Strathclyde and Napier) which includes most aspects of wireless networks sensors. Specknet is driving research into wireless sensor networks for a range of applications.

This half-day seminar, jointly hosted by the ADS Programme and Specknet, explored the applications on network sensors in military, civil and aerospace applications and will introduce the technology being developed within the consortium. Key speakers drawn from industry leaders and experts in the field presented the case for speckled computing. Members of the Specknet team presented on the current status of speckled computing technology in Scotland.

Unmanned Vehicles — What Direction Next?
24 May 2006, Glasgow

Unmanned "autonomous" vehicles have applications in the air, on and under the sea (Autonomous Underwater Vehicles) and on land. This seminar will investigate the opportunities for Scotland's innovators to deliver winning solutions to this new and growing market.

The seminar will be led by a member of the DARPA Autonomous Vehicle Challenge winning Stanford University team plus key industry speakers including the SEAS DTC (BAE Systems) and Seebyte, who will set the scene for the future development of unmanned vehicles of all types with opportunities to also hear some of the pertinent technologies currently being developed in Scotland. The workshop will give opportunity to network with industry leaders in this most exciting of fields where the opportunities are just starting to unfold. There will also be an opportunity, before the seminar, for a visit to the Glasgow University Wind Tunnel where the University conducts research into many flight systems including UAVs.
