The new University web style allows for greater flexibility, a clearer distinction between navigational and content pages, and displays more elegantly in mobile devices with small screens. On a small screen content will flow into a single column. 

You should always think about your users when publishing to the web. Many more are now accessing the site using devices with small screens: which makes it even more important that you say what you need to as concisely as possible. See Writing for the web for more. 

The move to a mobile-friendly layout [with mobile-friendly content] has resulted in users on mobile devices spending 25% longer on pages, and a 35% increase in the number of pages viewed.

This is a simple list of children template: it has space for some text, which can be formatted, and then a list of all of the subsections it contains.
