What is Impact?

That question is relatively straightforward to answer: it is "A marked effect or influence" [OED]. However, addressing the the question of ‘What is 4* Impact?’ in the context of REF, is more complex to answer and not as easy as looking up an online dictionary.

Impact in REF2014 was assessed on the basis of its reach and significance. As defined by Reed, Reach is the extent and diversity of the communities, environments, individuals, organisations or any other beneficiaries that may have been impacted by the research. Significance is the degree to which the impact has enriched, influenced, informed or changed policies, practices, products, opportunities or perceptions of individuals, communities or organisations.” Impact  which has been rated 4* will be "Outstanding with regard to Reach and Significance", according to the REF2014 Guidelines.
