Malcolm Campbell is based in General Practice and Primary Care.

He graduated from Glasgow University and after completing vocational training became a GP in Kirkintilloch where he is still a principal after almost 30 years. He was a GP trainer and in 1989 became Assistant Regional Adviser in General Practice in the west of Scotland. During his period in this post he devised a system of summative assessment of GP registrars which is now the official UK national system. He was also responsible for developing a modular system for trainer development. He maintains an interest in assessment and is currently an examiner for the RCGP, a performance assessor for the GMC and is also involved in the PLAB exam for non EU graduates.

His main research interests are in assessment of performance and educational evaluation. He has also been involved in clinical research particularly in the areas of hypertension and asthma.

As part of his work with the GMC he has acted as an expert witness on many occasions and has also been involved as an expert witness in civil negligence cases.

Malcolm also convenes CPD Group in General Practice and Primary care, and contributes to teaching on the Master of Primary Care.

Esteem factors

  • Director of Quality Standards for the RCGP (1999 to 2005).
  • Led a programme which developed a series of quality criteria for the detection and management of a range of chronic diseases (The SPICE programme). This programme had a major influence on the Quality and Outcomes Framework (QOF) of the GMS contract of 2004.
  • Expert Advisory Group for QOF (2004 and 2005).
  • Associate Medical Director, East Dunbartonshire CHP with responsibility for clinical governance.
