Biography

Biography

Chris Chapman FAcSS, FRSE, FRSA was appointed as Professor of Educational Policy and Practice at the University of Glasgow in January 2013 and became the Founding Director (2013-16) of the Robert Owen Centre for Educational Change (ROC). From 2016-21 was Chris was Director of Policy Scotland, the University’s Centre for public policy research and knowledge exchange.

Chris was also Co-Director of ESRC/Scottish Government funded What Works Scotland Centre and seconded part-time as Senior Academic Advisor to Scottish Government. Chris was also PI of Children’s Neighbourhoods Scotland (CNS) a major Scottish Government investment in researching and developing a place-based approach to tackle poverty and improve outcomes for children and young people. 

He leads the ESRC/CLIP CNS legacy project in partnership with Queen's University Belfast and the development of a model for a "Networked Learning System" with the Pontificiia Universidad Catolica de Valparaiso (PUCV), where he is a Visiting Professor.

In addition to this work, Chris Directs the Network for Social and Educational Equity. This programme of work uses research-practice partnerships to promote equitable education through the development of networked learning systems. This work was a UoA23 Impact Case Study for REF 2021.

Chris sits on the First Minister's International Council of Education Advisers and advised on the Government's Education and Children's Issues and Further and Higher Education Issues Scientific Groups during the COVID-19 pandemic.

Chris has researched and advised education systems around the world and is the immediate Past-President of The International Congress of School Effectiveness and Improvement (ICSEI), a global organisation that connects research, policy and practice to support the development of high quality and more equitable education systems. 

Prior to joining Glasgow he was Professor of Education at the University of Manchester and previously held academic and research posts at the universities of Nottingham and Warwick. Before moving into academia Chris taught in challenging secondary schools in Birmingham where he undertook a part-time MA before completing his Ph.D thesis on intervention and improvement in schools in challenging circumstances at the University of Warwick.

Research interests

Chris’s research focuses on the interaction between educational and public policy and practice, specifically in relation to the improvement of outcomes in disadvantaged settings. The recurring themes are leadership, improvement and effectiveness, collaboration, equity, and organisational/system reform; he has successfully supervised PhD students to completion in all of these areas. He developed his passion for this research throughout his academic career, initially at the Universities of Nottingham and Warwick and then as Professor of Educational Leadership at the University of Manchester where he also led the development and implementation of a range of M.A/M.Sc programmes focusing on leadership and improvement.

Chris has an established track record of publishing world leading publications which include 13 books and over 140 peer-reviewed articles and chapters. He also have a track record of leading projects for research councils, charities, national and local governments and their agencies, and also of generating significant external income from a diverse range of sources. He has also led research, evaluation, research-practice partnerships and D&R projects with national and local government to build the capacity for leading and managing organisational change and improving student outcomes.

He has undertaken extensive research into networking and collaboration including local government partnerships and school federations, the emergence of school networks, academy chains and broader independent state-funded schools movement since 2002. He has also undertaken and led national evaluations including the evaluation of the ‘Extra Mile’ programme, an intervention designed to close the gap between advantaged and disadvantaged children in England and has worked for over two decades to develop innovative approaches to closing the achievement gap and evaluating their impact. Chris has also conducted research into the practices that promote achievement in white working class boys, students with special educational needs and other marginalised groups.

Chris would be delighted to hear from potential students interested in undertaking Ph.D research focusing on developing new theoretical and practical understandings about the interaction between education and public policy and practice in the following areas:

Teaching

Chris has developed and led a number of Master's programmes at Russell Group Universities. These programmes all focused on educational leadership, improvement and change. Chris's area of expertise is in these areas, mixed and participatory methods. Chris continues to teach on post graduate programmes focusing on leadership, change and improvement and lead professional learning for senior education and public service leaders.

Additional information

As a senior outward facing academic Chris works constantly to build positive relationships and strong collaborative partnerships between senior leaders across a range of academic and professional settings. These boundary-spanning relationships also transcend research, policy and practice communities. For example, Chris has been seconded to Scottish Government as Senior Academic Advisor where he played an influential role in the recent Education Governance Review which draws heavily on his ideas and cites his research as part of the evidence base.

Chris also serves the First Minister’s International Council of Education Advisors, which provides strategic high-level advice directly to the First Minister and Deputy First Minister and Cabinet Secretary for Education and Skills. Chris has also advised governments, agencies and institutions and acted as an Expert Witness, providing oral evidence to the House of Commons Education Select Committee at Westminster. 

Consulting and Advice 

During COVID-19 pandemic Chris was a member of two Government Scientific Advisory Groups for Education and Children's Issues and for Further and Higher Education. Chris has provided educational consultancy and advice to national governments and their agencies. For example, he is currently a member of the DfE advisory group for the Evaluation of Early Education in England and he was called as an expert witness to the House of Commons Education Select Committee on the role and performance of OfSTED. 

Chris has provided consultancy advice and sat on various committees and steering groups for DfE, DfES, NCSL, NUT and a number of local authorities. He served as academic Advisor to the Moscow School of Economic and Social Sciences (2008-12) and has also led MA programmes in Leadership, Innovation and Improvement and acted as external examiner for other universities.

Chris is regularly invited to give keynote addresses and presentations to international audiences and has led seminars and workshops for researchers, policymakers and practitioners around the world and has Visiting Professorial positions at the universities of Cyprus and Malaysia.
