The WHO and the spread of palliative care

We are investigating the role of the World Health Organisation (WHO) in the history of palliative care.

The WHO Global Atlas of Palliative Care led to the 2014 declaration from the World Health Assembly, which called on all governments to engage in the delivery and integration of palliative care into their national health strategies.

What affect did the World Health Assembly declaration have, and what part did the WHO play in the introduction of public health into palliative care discourse?
